Ministry Development Manager

Established in 2000, the Prison Chaplaincy Service of Aotearoa New Zealand (PCSANZ) is a registered charitable trust that is responsible for the management of prison chaplains and providing religious and spiritual support services to prisoners in all New Zealand prisons and correctional facilities under the contract of the Department of Corrections and Serco New Zealand.

PCSANZ delivers a range of services including employment, placement, and management of over 40 chaplains and coordination of over 1,000 committed faith-based volunteers in 18 prisons and correctional facilities across NZ.

Reporting to the Chief Executive, you will be responsible for overseeing the delivery of professional development, training and formation of chaplains, design and implementation of curriculum and training programmes, development of chaplaincy teams and volunteer systems for PCSANZ.

You will assist with establishing the strategic direction of training and development of chaplains and volunteers, encouraging professional development and self-learning across the organisation and developing the volunteer systems and processes for PCSANZ.

Operationally, you will lead the development of chaplaincy teams at each prison site and deliver programmes of training and development for chaplains and volunteers, and the design and implementation of quality training materials and operational manuals, standard operating procedures and policies.

This is a newly created and highly interactive role; you will enjoy coaching, teaching and imparting your knowledge onto others, and the variety and breadth of this role will keep you well engaged, busy and stimulated.

To be considered for this role, you have the ability think conceptually and strategically. You will be creative and have strong eye for design, and especially about how things might be improved. You are highly collaborative and a natural leader with strong communication and relationships building capabilities.

This is permanent full-time role based at PCSANZ national office on Willis Street, Wellington Central. Hours are 40 hours per week and flexible working arrangements are available for the right candidate. Domestic/regional travel will be required (monthly).

Person Profile:

  • Proven experience in training and development strategy and design
  • A relevant tertiary qualification in theology (or a similar field of study)
  • Successful track record of developing and implementing resources for learners
  • Process design skills including deployment and evaluation
  • Excellent communication and interpersonal skills
  • Ability think conceptually and strategically
  • Strong analysis and problem-solving skills
  • Sound understanding of the Church or other faith-based communities
  • Sound understanding of the work of chaplains or those in paid ministry positions (advantageous)
  • An understanding of Tikanga Maori (desirable)
  • Computer literate and proficient in Microsoft Office 365, Outlook and SharePoint

You will be responsible for providing support, advice and guidance to the Chief Executive and Regional Managers in all aspects of human resources (HR), employment relations (ER) and recruitment, promoting and encouraging the adoption of good employment practice and assist with resolving all HR and ER matters and managing potential risks. Core duties include:

  • Manage performance and conduct management procedures (for staff and volunteers), disciplinary processes and other employee relations matters
  • Effective case management on a broad range of HR and ER issues
  • Develop systematic and effective HR processes and procedures
  • Develop, review and implement effective HR and ER strategies, policies, standard operating procedures (SOPs) and guidelines
  • Oversee the professional development of Regional Managers, in conjunction with the Ministry Development Manager
  • Oversee and manage all recruitment processes as required

Person Profile:

  • Proven experience in human resources or employment relations
  • A relevant tertiary qualification in human resources, employment relations, law or equivalent
  • Experience in dealing with performance and conduct issues
  • Experience in developing and implementing HR policies
  • Sound knowledge and understanding of relevant legislation, Employment Relations Act, Holidays Act, Privacy Act and Health and Safety Act
  • Excellent interpersonal and relationship building capabilities
  • Excellent written and verbal communication skills
  • Strong decision making and problem-solving skills
  • A strong customer service ethos
  • Computer literate and proficient in Microsoft Office 365, Outlook and SharePoint

We need someone with a warm & approachable manner to provide secretarial & administrative assistance to the Board, Chief Executive & staff.

Role Preferences

Experience working with the not for profit sector, empathy for the work of PCSANZ and the churches and faith-based communities that support us. Experience with Payroll & Finance systems is desirable.

To be worked 4 full days or part-time over 5 days at our Wellington Office.

Can you help us show the love of God inside the prison walls

• Be willing to support all prisoners with a non-judgemental heart

• Support the Department of Corrections’ goal of reducing re-offending

• Use your ministry skills to co-ordinate religious services and provide pastoral support

You will have the opportunity to journey with prisoners as they encounter the challenges of prison life and separation from loved ones and whanau.

Role Priorities

We need someone who has theological training, a deep faith, pastoral experience and is comfortable with, and has some knowledge of te reo and tikanga. A person who can provide group and individual services, pastoral support, and lead and co-ordinate volunteers.

A reasonable level of physical and psychological fitness is required.

Role Preferences

Experience working with youth or those with mental health issues would be an advantage, although not essential.
